If state leaders want to pump more dollars into the budget this summer, they should install a swear jar at the South Beloit toll plaza. Tollway drivers already know there's no science to predict traffic jams.Usually, odds for smooth sailing are always better when you avoid rush hour. But lately, westbound traffic on Interstate 90 toward the plaza has been as predictable as a roulette table.
